 Industrial sites: which schemes fund your energy optimisation in 2026?

French industry consumed 285 TWh of energy in 2024, or 18 % of the country's final energy consumption [1]. Two deadlines now weigh on investment decisions at industrial sites. The first is the mandatory energy audit, to be carried out before 11 October 2026 by every company consuming more than 2.75 GWh per year [2]. The second is the start on 1 January 2026 of the sixth period of the energy saving certificate scheme, which runs to 31 December 2030 [3]. In the meantime, the schemes that fund your energy optimisation have been reshaped: higher obligation volumes, a new bonus reserved for industry, a tighter calendar on decarbonisation calls for projects. Which projects still qualify? How can CEE and public aid be combined? And how can payment be secured? Here is an overview.

Which projects qualify for funding in 2026?

Energy saving certificates (CEE) require energy suppliers to fund energy saving works for their customers, households and industrial sites alike. A production site has two routes. The standardised fiche covers catalogued measures. The specific operation takes over on tailor-made projects.

H3: Standard CEE operations

Standardised operations are described in fiches published by arrêté, each setting a fixed energy saving amount expressed in kWh cumac. The catalogue held by the administration contains 35 fiches for the industrial sector, from the insulation of singular points to freecooling with cooling water [4].

The ones most used on industrial sites are the following:

  • IND-UT-134: energy performance indicator measurement system
  • IND-UT-136: motor-regulated systems
  • IND-UT-102: electronic speed variation system on an asynchronous motor
  • IND-UT-103: heat recovery system on an air compressor
  • IND-UT-117: heat recovery system on a refrigeration unit
  • IND-UT-115 and IND-UT-116: control system on a refrigeration unit allowing floating low pressure (115) or floating high pressure (116)

Heat recovery on refrigeration units remains by far the leading industrial operation by volume: fiche IND-UT-117 accounts for 7.64 % of classic CEE issued since 1 January 2022 [5].

The sixth period has tightened the framework. The annual obligation placed on suppliers rises to 1,050 TWh cumac, up 27 % on the 2023 to 2025 years, which mechanically supports demand for certificates. In return, operations must be declared as soon as they are engaged and the national CEE unit has been reinforced with around twenty full time equivalents dedicated to fighting fraud [6].

The order in which documents are signed determines whether the application holds: the applicant's active and incentivising role must precede the commitment to the operation, the sworn statement is signed once the works are complete, then the file is submitted to the national Emmy registry [8].

Specific CEE operations

A specific operation covers tailor-made energy saving projects that fall under no standardised fiche: waste heat recovered and used on site, innovative equipment, the redesign of a process. Three conditions frame the application:

  • an energy audit less than four years old before the operation is engaged, compliant with standards NF EN 16247-1:2022 and NF EN 16247-3:2022 [9]
  • no applicable standardised fiche, since the same energy saving cannot be counted twice [10]
  • a minimum volume of 20 GWh cumac per application [11]

For installations covered by the EU-ETS, the required evidence is a sworn statement from the beneficiary confirming that the energy savings do not reduce the greenhouse gas emissions of a regulated installation. That statement is set out in points 6 and 7 of annex 5 of the arrêté of 4 September 2014. No other form of proof is required [12].

The 2026 novelty concerns the sectors covered by the carbon border adjustment mechanism (MACF). A bonus applies to industrial specific operations in steel, aluminium, cement and fertilisers that involve a shift to an energy carrier emitting no CO2 directly. The arrêté of 27 March 2026 pushed the deadline back from 31 March to 30 September 2026 [13]. A public consultation launched in July 2026 proposes extending the multiplier coefficient of 2 to new installations, beyond equipment replacement alone [14].

Which public schemes fund your energy savings?

Beyond CEE, several national or territorial schemes target industrial decarbonisation. Three families concern production sites directly: the Fonds Chaleur, the France 2030 calls for projects and regional schemes.

The Fonds Chaleur

Created in 2009 and managed by ADEME, the Fonds Chaleur funds heat production projects based on renewable energy and energy recovery, together with the associated heat networks. Its 2025 budget of 801 million euros was committed in full, across nearly 1,200 installations that will produce 3.5 TWh per year of additional renewable and recovered heat. The State renewed the scheme with 800 million euros for 2026 [15].

Two lines of the 2026 catalogue are of particular interest to industrial sites:

  • biomass or wood heat, for production of 1,200 to 12,000 MWh per year at boiler output, with aid of up to 45 to 65 % depending on the applicant's status. Above 12,000 MWh per year, the project falls under the BCIAT call for projects [16]
  • waste heat recovery, from 1 GWh recovered per year in mainland France, subject to a gross payback period above three years and to a prior study such as an energy audit [17]

DECARB IND and the call for tenders on major industrial decarbonisation projects

The decarbonisation strand of France 2030 was relaunched on 4 June 2026, with two windows open until 7 September 2026 [18]. Projects are built around four levers: energy efficiency, a change in the energy mix, a change in the material mix and carbon capture, use or storage [19].

The two schemes differ in what they target:

  • DECARB IND is open to any industrial site carrying an investment above 3 million euros, for a reduction of at least 1,000 tCO2 per year at constant production, with a grant of up to 30 million euros [20]
  • the call for tenders on major industrial decarbonisation projects (AO GPID), in its second edition, remains reserved for companies that took part in the expression of interest or in the first edition, which allocated 1.6 billion euros to seven winners [21]

Regional schemes

ADEME's regional directorates handle most of the aid in the 2026 catalogue, whose filing period runs from 1 January to 31 December 2026. Prior contact with the relevant directorate is strongly advised before any step is taken [22]. Regions also run their own schemes, frequently as calls for projects with a closing date to meet.

How can ADEME aid and CEE be combined?

Combination is provided for in the texts, since ADEME aid has been articulated with the CEE scheme since 2020 [23]. The amount granted is calculated project by project, from several inputs:

  • the reference situation, which sets the performance level against which post-works performance will be measured. This is the fundamental element of the application
  • projected performance and expected savings, which funders compare with a counterfactual situation established from a market benchmark
  • the amount to be invested, possibly compared with a counterfactual CAPEX
  • the payback period, calculated from the additional investment cost and the financial savings generated against the reference situation
  • the characteristics of the equipment, in particular its lifespan

All these calculations are made at constant production.

ADEME then works on an eligible base: expected CEE bonuses are deducted from the project amount, then the ADEME aid. The amount of aid can be adjusted so that a gross payback period above three years is respected after subsidy, a condition explicitly set for waste heat recovery [24]. The sixth period also provides for a systematic review of payback criteria and coverage rates [25], which makes the exercise more sensitive than before.

Some standard CEE operations show a payback period above three years and therefore fall within this framework:

  • IND-BA-112: heat recovery system on a cooling tower
  • IND-UT-117: heat recovery system on a refrigeration unit
  • IND-UT-103: heat recovery system on an air compressor

One point remains decisive: the funding application is initiated before the works begin, as the active and incentivising role must precede the commitment to the operation [26]. Support engaged well upstream secures that calendar.

How can funding be secured?

Except for standard CEE, a commissioning report determines whether the full amount is paid. For sites covered by EU-ETS quotas, six months of data proving the installation's performance are expected before the CEE application is filed. For other sites, measurements are not required at filing but may be requested during the review. At Lemon Energy, site performance is validated for a minimum of one month before filing.

Review times deserve a place in the project schedule. An application for a specific operation becomes final after six or ten months depending on the nature of the operation, and the administration also has a four month withdrawal period after implicit acceptance [27].

Caution: if the commissioning report reveals a gap with the performance set out in the application, amounts already paid may be reclaimed.

Industrial projects run over several months and many parameters change along the way. Checking energy performance throughout implementation, together with informing ADEME of any significant deviation, remains the best way to avoid unpleasant surprises.

Building your funding application in 2026

Plenty of schemes can still reduce the cost of your energy optimisation projects. Combining a CEE with public aid is often possible without being automatic: each case is assessed against the eligible base and the payback period after subsidy. The calendar, for its part, is tightening, with three close deadlines in 2026: 7 September for DECARB IND and the AO GPID, 30 September for the MACF bonus, 11 October for the mandatory energy audit.
