Certificats d'Économies d'Énergie (CEE - energy savings certificates) are a regulatory scheme that obliges energy suppliers to finance thermal work carried out by companies under certain strict conditions.
There are two types of CEE for industry:
- Standard CEE
- Specific CEE

Standard CEE
Standard CEE operations are effective on a large scale. They bring together industry-standard energy-saving measures that offer proven financing leverage. Each action is characterized in a standardized form according to the equipment or technologies used. Operations such as heat recovery are commonly used.

Specific CEE
Specific CEE operations are customized energy-saving projects that do not fit into the standard operations. For example, the recovery of waste heat or the installation of innovative equipment can be considered as specific projects. These operations require an in-depth study to assess their impact on energy consumption.
Sites subject to EU-ETS quotas can also benefit from specific CEE premiums, subject to certain conditions such as the implementation of a certified energy management system.

Financing energy savings
There is a wide range of public assistance available for financing energy savings: ADEME, Fond Chaleur, Agence de Services et de Paiement (ASP), Agence de l'Eau, regional and European aid, BPI...

Heat Fund
The Fonds Chaleur (Heat Fund), also known as the Fonds Chaleur Renouvelable (Renewable Heat Fund), encourages projects for the production of heat from renewable or recovered sources, as well as the related heating networks, and finances the replacement of fossil fuel installations with renewable heating and cooling equipment.
ADEME
The Plan France 2030 and Decarb'IND windows target the reduction of greenhouse gas emissions from industry. They encourage ambitious projects that contribute to decarbonization using methods such as energy efficiency, modification of the energy mix, modification of the materials mix, or CO2 capture, storage and utilization.
Regional grants
Regional grants also provide financing for companies to improve their energy efficiency. These grants can apply to various types of project and cover a variable proportion of your investment. It is important to note that some grants are subject to calls for projects, with deadlines to be met.
To activate the maximum amount of funding, it is possible to combine CEE and public aid, subject to certain conditions. Each financing procedure has specific criteria and deadlines. These procedures must be initiated before the work is carried out.

Case studies
Optimizing the performance of a case factory
We managed the technical, administrative and financial aspects of a specific CEE file for the optimization of the performance of a case-making workshop belonging to a major dairy group. Validation of the file resulted in a premium of €160,000 for verified savings of 28 GWh cumac.
Utilities overhaul financed by the French government's stimulus package
We optimized the reliability of cold production at a major protein products plant, in order to prevent potential Legionella problems. We carried out the study for a complete financial package combining the ADEME Recovery Plan, specific CEE and standard CEE, covering 50% of the investment, for an expected reduction in GHG emissions of 3,000 tCO2eq / year.
